Horizon Foundation is a self-governing foundation whose strategies aim at achieving a greater participation by minorities in Norwegian cultural life both as performers, producers, administrators and as a participators in everyday cultural life. In order to achieve this the organisation organises the festival Mela in Oslo. Cultural exchange with countries from which most minorities in Norway have come is a means to achieve such cultural participation. The presentation of diverse art expressions in venues and arenas such as festivals is used to create a common grounds where the ethnic majority and the minority may meet on equal terms.
